years ago, what's the problem? narrator: atlanta is a rapidly growing urban area. its primary source of drinking water is the chattahoochee river, which also provides water to many downstream communities. but its infrastructure is dangerously old, without outdated facilities and combined sewer overflows polluting the watershed. the city faces strict consent decrees and lawsuits, along with a severe lack of funding. man: when i started working for the city of atlanta in the late '70s, we were approaching that point in time where a lot was going to be needed, in terms of rehabilitation and upkeep. most of the very large pipes were at least 80 years old. we had needs that were identified in the '50s and in the '60s and in the '70s that were deferred. woman: we are urging that we all try to find a way to overcome the obstacles and limitations that might exist. woman: when i was running for office, i met someone who knew mayor hartsfield, who, in the late 1960s, said, "i don't know who the next mayor will be, "but i know they'll have to fix the water and sewer infrastructure." woman: the

in atlanta. this is going to be a very spring-like scenario as we head through the next 24 to 48 hours because we are dealing with a cold front and will clash with very warm unstable air mass and that will give us the threat for hail, damaging wind, and even isolated tornadoes. as we go through the day on wednesday, this time tomorrow afternoon, we could be dealing with tornado watches and tornado warnings and by wednesday, the front continues to press east across the southeast and toward the mid-atlantic. the storm prediction officer has issued a rare moderate risk area for january to see several tornadoes. that is a rare event in this area shaded in red across the area shaded in yellow is where we could see hail and damaging wind and isolated tornado and a big chunk of real estate here, at least 12 states affected by severe weather and we could have a severe weather outbreak this time tomorrow into the overnight and that will continue on wednesday, eric, as the storm continues to move east across the southeast toward the mid-atlantic. a busy next several days in the fox weather cente

the military code of justice is only one of those tools. and in the cases that we are looking atlanta lackland we have cases where as a commander looked at all of the evidence that was available to him or her decided that a court marshall was not the appropriate venue to get to the right answer in terms of justice in that case, so they used some of the other tools that are available to them. uniquely in the military justice system. i think it's not as well understood often times in terms of the decision that is commanders make in terms of the venue that is used to achieve the right outcome in a case. and the fact that we can use non-judicial punishment and in other forms that would have the same sanction as you would find in a court marshall but are done in a way that does not require the same level of standards of proof that a court marshall would is a very important tool that commanders can use in order to enforce discipline and get to a better outcome in more cases than if they did not have that tool. i think that's very important. >> i appreciate that. i think we are going to run and vote
